More than 5,000 displaced and rescued people have found temporary shelters in venues across the area, including the Baton Rouge River Center, where Tuesday night’s OUTCRY concert and other recent events at the center have been cancelled. Tickets are being refunded at the point of purchase, and Ticketmaster is automatically issuing refunds for those ordered via credit card.
